Migration: What does Europe mean to non-EU citizens?

Migration

The European Union attracts significant migratory flows of people fleeing life-threatening dictatorships and conflicts or in search of new opportunities. Some people manage to reach the EU through legal channels, while others are forced to rely on smugglers, putting their lives at serious risk. In addition, upon arrival many migrants face discrimination, racism and distress.

This flow of migrants presents major challenges for Member States, especially those whose borders also represent the external border of the EU. These Member States do not always have the capacity or the resources to welcome new arrivals with dignity.

This situation sometimes generates tensions with the local population, as they feel abandoned by European authorities.

However, the harsh face of immigration should not obscure the benefits it brings to a society. At the beginning of 2020, 23 million non-EU citizens were living in the EU. Their role is crucial in filling certain job sectors and even in balancing the EU's ageing demographics. Their cultural contribution is also a richness from which we can all benefit.

The European Union must protect their fundamental rights and assist those most in need, such as unaccompanied minors. The task is not easy, and mistakes have been made. However, we can improve together. How can European society best welcome those who left their homes behind? Is the EU asylum policy consistent with the Geneva Convention relating to refugees? Are Europe borders open to all? Tell us what you think. Have your say on matters that affect your life. Help shape the future of the EU!

If we do not face white nationalism head on with direct and clear messaging on European values, the pendulum will continue swinging further towards authoritarianism in many countries that don’t have adaptable leftist/centrist parties.

But with that it must be understood that many rightist concerns at their core are not about skin color nor background, but about ideology. Many polls and studies, such as IFOP’s polling on Muslim immigrant’s beliefs surrounding Sharia law in European countries, have proven that there is an ideological issue to be faced. To continue to be wary of facing this issue for fear of looking like a racist is cowardly. It also leads to not only a rise in real racist candidates gaining power on anti-immigrant platforms using EU official inaction; but also a repetition of inexcusable acts on our land and water borders.

By continuing to ignore this issue you also ignore the innocents dying at sea, who are not picked up nor processed correctly due to extremely lenient asylum and citizenship laws making countries fear saving them. We should never fear the consequences of saving human lives, we should be direct about rescue and stricter processing procedures. How embarrassing is it that private ships are rescuing people, and essentially becoming an immigration entity in place of the EU?

There are many ideas to be discussed surrounding this topic, from technology to social discussion, but my idea is simply to reconsider having a non-stance on the emergence of Islamic ideology in Europe and it’s consequences on the native population. European values which protect the most vulnerable groups women, children, and the LGBT+ community must be preserved.

Condemn hatred towards unaccompanied minors, force countries to distribute migrants and support recipient countries (especially Greece, Italy and Spain) in order to prevent migrants from being badly treated or overcrowded.

Bertalan Tóth  • 14 June 2021

My ideas is the uniform distribution of immigrants between member states. Because the European Union is a big "state"in the continent.

John  • 19 June 2021

Close the borders, protect our western civilization and our christian values. EU is getting invaded by a completely different set of beliefs and mindsets. This invasion won't help our demographics. You need to take action, in order to help the autochthonous Europeans give birth to children. These people can't fix our problems, they are not the answer to low birth rates. Only a few of them can actually adapt to the european lifestyle and embrace the european values alongside with their identities.
Whether you agree or not, these are the most common beliefs amongst our people today. Make the changes in your politics, or the people will vote other parties. Democrats should make the changes, or else the people, unfortunately, will most probably back up authoritarian movements.
Last but not least, keep in mind that i am just a kid in his 20s..... yes the vast majority of the youth out there feel the same, shocking isn't it?

I would start by telling the European authorities to do everything possible to create a stable security, economic and political environment in the regions where the majority of them come from. This requires a reform of the development aid plans in their implementation. Europe must also work to break the economic links between the settlement countries and the former colonies based on a dominant relationship to allow these countries to benefit from their resources. Further facilitating the procedures for obtaining a residence permit in Europe. Humans will be always go where they are economically secure, socially and politically. Thank you!

Handling Islam- Avoiding extremism

Considering to text provided by EPRS,
As a someone who has a lot of experiences with refugees and Muslims, im not afraid to say, that the issue is not in a religion -nor the culture. The main problem is the contrast between Medias (as an impact for native-citizen society), and actions of EU. If we want to live in a multi-culture society, we have to take steps to reduce the tension and stress in a global society, not to propagate it. EU citizens are worried, about their own safety- the most important thing which EU has to provide for all of us.

Therefore,
the solution is prevention. Prevention has to include:
- establishments of extremist groups
- spreading radical ideology (school, working place, social-medias etc..)
- support institutions or organisations with correct intentions (includes islamic centers and mosques), and also must be verified.

If you already took steps to reduce the danger connected to refugees/migrants and radical islam, society either dont know about it, or it wasnt effective.

I have already made a prevention plan in details, which includes steps for restraining radical islam in EU. I would highly appreciate, if you considered my recommendation, and read my concept for a project.

Thank you, Nina Brbúchová (Slovakia-Bratislava)

Every piece of research shows how it's the second generation of migrants who are most liable for political extremism. It's no wonder as they struggle for their own political identity. Not entirely their parents kin, although not accepted by the European citizens and what follows not fully naturalised. This emptiness is easily filled with hatred fuelled by the poor economic situation and no perspectives. I'd like to see a pan-European platform for migrant youth where they can share their stories, build friendships, where it would be possible for them to exchange ideas and fully build their identity. It could include regional and cross-regional projects (on any given topic, ranging from enviorment to society, always including the same question; "How they see their own role in it").crowned with a sightseeing trip. (something like Erasmus but with less pressure on travelling and focus on bringing different people with the same story together. It would also be crucial to engage volunteers with an immigrant background as for to inspire youth.

Florinda Cenalia  • 28 June 2021

European resident’s support for the European project should wane in the face of the refugee crisis. In other words, it is expected that the crisis strengthens the effect of anti-immigration attitudes on the Euroscepticism position. People who hold anti-immigrant attitudes might associate the EU even more with issues of unwanted immigration and diversity, which leads to presumably strengthen their position against the project of EU itself. Consequently, the link between anti-immigration attitudes and Euroscepticism is expected to be stronger in the wake of refugee crisis and on the peak of it. Nevertheless, the crisis has revealed several confrontations between member state and a lack of problem solving capacity among European institutions, which may also have increased Eurosceptic attitudes among EU residents.

Grant a special status with legal protection to 'climate refugee'.

In 2020 climate disaster has forcibly displaced over 30 million people, this could double by 2050. So fare no legal protection is in place for those people, as their migration motifs are understood as 'confort' migration. The EU commission acknowledge in the Green Deal that climate change can be a trigger to migration, and thus choose to address the root problem (which is climate change), this is also retaken by the several COPs following the Paris agreements. However addressing the roots causes while being crucial in the process, won't help the EU to face the massive wave of migrant motivated by climate change issue. Hence a legal framework and a plan respecting the human rights values and engagement of the EU should be implemented to rightfully address the ongoing and most possibly increasing climate migration waves that will strike the EU in the coming years, The EU needs to take into consideration the vulnerability and distress of these people who do not have the choice but to flee their country of origine because of desertification, heavy flooding, and rising sea level.
The EU could be the first ever to grand the status of refugee to climate disaster displaced person. It could bring the UNHCR to broaden the 1951 refugee status, or at least to create a special status for climate related migration.
If nothing is done to legally integrate these people who will come to Europe anyway, the EU risks to get overwhelmed by 'illegal' immigration and break down its migration plan.

Madi Williamson  • 02 July 2021

Special consideration and thorough case-specific review needs to be taken for nationals who were granted asylum or protection as unaccompanied minors and then deported as adults and have no passed through again.

National authorities and the EU need to reshape the way they define and determine eligibility for asylum, as organized crime at a local level in their countries of origin make them (especially young men) vulnerable to torture, imprisonment, and physical injury or even death.

Governing bodies need to start thoroughly documenting the reasons forcibly displaced individuals are having to flee their homes and the consequences that deportation has on their lives and livelihood as part of the asylum process.

Elias C.  • 09 July 2021

Protect the various distinct cultures and peoples of Europe by reinforcing and closing the border, halting all migration flows from Africa and the Middle East, and deporting illegal migrants as well as returning asylum seekers as soon as the circumstances allow for this.

The unified policy of the European Union should be one of solidarity, by providing help to people in their home regions, as well as self-protection by keeping migrants out of Europe.

Future generations, my generation, will be paying dearly for the unrestricted flow of culturally and religiously incompatible migrants who don't share our values and often detest our habits and cultural or religious practices. Not to mention the enormous financial strain of housing mostly unemployed and uneducated migrants in European countries.

If we want to save our European Union of brothers and sisters, we must secure it.

Improve immigration opportunities and limit them to U N

João Monteiro  • 14 July 2021

The European Union must prevent illegal immigration by strengthening its external borders while at the same time facilitating and building migration centers in developing countries that allow for easier and less bureaucratic legal migration.
All migrants who want to enter the Union must sign a contract in which they will respect and live according to the Union's values (democracy, equality, human rights...), in case of serious non-compliance (eg crime) they must be sent to their countries of origin .

Natalie Jäger  • 14 July 2021

Abide to international humanitarian law.
If the EU, who wants to be an advocate for international law doesn't abide to it and has illegal pushbacks performed by Frontex, it loses credibility. It is unacceptable that organisations financed by the EU perform illegal acts of pushbacks and trying to make migrant boats sink in the Mediterranean.
Member states, including those without an external border have to support those at the external border in handling and hosting refugees.
Seeking Asylum and getting a permission to stay should be faster and more transparent.
Integration should be supported, asylum seekers should have the right to work, which helps integration and being in contact with the local population.

See rescue is not a crime! Each member state has to take refugees and treat them with dignity: a good accommodation, access to health care, food, jobs and if necessary financially aid.

Marcel  • 15 July 2021

The Roman Empire did not fall because of barbarian invasions. It fell because it was unwilling or unable to integrate immigrants into society.
Realistically, we will not be able to stop people from coming to the EU, whether legally or illegally, in the long term. We can only slow the process down. We have to use this bought time to interrupt the vicious cycle of stigmatization leading to self-imposed exclusion and instead start integrating those who come here and accustom them to tolerance and democracy, things many refugees have never experienced before. I believe that democracy as a concept will seduce all in the long term if we do not exclude them from our democratic processes. This means voting, working, and being treated like they belong to society in everyday life.

Max Ernst  • 15 July 2021

Put lots of effort into stabilising countries so that refugees stop coming from them and make it easier for skilled workers to get into the EU.

Jantel Marine  • 21 July 2021

I think we have to open our borders : migrants are human beings who escaped persecution or war in their countries. They don't deserve to be stigmatized in our rich countries.
Many people want borders to be closed, in order to protect EU citizens. However open-mindedness is one of the foundation of the Europeen Union. It even present itself as "a safe haven" : nevertheless at the same time it is closing its borders!

I am hurt, shocked and tired to see thousands of people drowning during a long and exhausting trip; I am hurt, shocked and tired to watch all these sad faces stucking on the barriers of our borders; and I am hurt, shocked and tired to know that what we observe of them is only a part of twhat they lived. They have faced terrible experience before coming to our borders. Yet nobody want to help them because "they could be terrorists", "they are bringing nothing good in our countries", "they are useless".

That's not true. Therefore we should find solutions to help everybody. Here are some of mine :
- acting with UE citizens by doing prevention (to show them that migrants are just normal people who want to be happy, just like us)
-creating specific status (climate refugee, economic migrant, young refugee...)
- helping them finding jobs quickly, so that they can help our countries and show to the UE citizens that they can bring something benefic
- uniformigly distributing migrants to all EU countries.

Unfortunetaly I cannot respond to all the problematics linked to this theme. I am just 16, maybe a little bit naive and optimistic...
But we must remember that we are talking about humans. People. With a soul, a family, a story, an entire existence. They are not some sort of trash, of objets. A tragedy is taking place just in front of our eyes... why are we turning our eyes away, why do we abandon them?

Thanks for reading.

1. Asylum-seekers should not be distributed, and member states should not be mandated to commit to quotas. This looks benign at first but it does not work out the best, and even creates tension and fragmentation. First of all, it's a devaluation and invalidation of refugees' right to choose. Being in a vulnerable situation doesn't mean they should be OFFERED something, without them WILLINGLY CONSENTING. The question of equality and fairness arises when for example, a family is assigned to a better-off state, while the other to one that's suffering an economic recession and social tension. Also, if there is a really sensible footing for them to choose, they will look beyond the mere pictures of seeming prosperity in a few states. There should be a differential asylum-support system. Fundamental rights and a dignified living should be guaranteed in all member states, but benefits are differential. For instance, fewer EU statutory benefits for asylum-seekers in top or overload destinations, which can be compensated by existing factors such as better welfare standards, higher visibility and inclusiveness, and better national policy protection in these states; while refugees coming to unpopular destinations should be granted certain extra benefits as leverages. Just imagine this as you choosing a job offer or university, when you compare all benefits and costs.

2. For non-asylum-seeking immigrants, develop an EU-wide Global Talent Pool Scheme, developed based on the current EU Blue Card system, with reference to immigration scoring systems in Canada and other states. This includes a common scoring and qualification standard, an overseeing management body, and a central database and application system for global immigration-seekers to register their interest and submit their applications. All applications are to be evaluated based on the common standards, but member states can, singularly or jointly, offer non-contradicting preferential programs that are more targeted, fast-tracked, or less competitive to serve a particular purpose such as the need for filed-specific high-qualification workers, to balance regional population disparity, or to increase social diversity.

The problem of migration is a drama that is seriously affecting many nations and unfortunately we are beginning to see it ever more present.
The
EU needs to remain active in this area, and it must provide a solution to these unregularised people from whom mafias in the north of the African continent are taking advantage. The nations of the Mediterranean are facing a battle against people who are being used for economic gain. We must therefore promote security in southern Europe, specifically at the border between Turkey and Greece, the coasts of Malta and Sicily, the border between Spain and Morocco in Ceuta and Melilla, the Canary Islands and the Strait of Gibraltar. We need to fight against the win-win mafias of these people and we therefore need to help the nations from which they come to achieve greater development, but the solution is not to give up money in a non-repayable form but to grant projects monitored by our institutions to ensure that these development projects are carried out in a proper and controlled manner, avoiding that our funds are misused by leaders who do not manage and see this money in the population.

As far as Latin America or Asia is concerned, we must encourage the regular entry of migrants. People must enter nations with an employment or housing contract and not with payments subsidised by our citizens. These payments must really be for people who need it urgently and give priority to our citizens.

The fight against migration is not with immigrants, it is with its benefits. To do so, we will have a greater military and diplomatic presence in these regions or we will not be able to do with people who every day try to flee their nations by giving us very hard images, high and deep our walls, or acting or being complicit.

Encourage regularised entry, ES VITAL.

The absolute chaos of mass migration must be stopped. The EU should condemnt and legally pursue people and the so-called “humanitarian” NGOs who enable and support the work of human traffickers and smugglers and absolute halt must be put in place on the mafia, criminals & smugglers who conduct these smugglinmg perations. Their boats must be confiscated or confiscated and sunk afterwards. If there is no clear “No Way” sign - there will be no end to this endless stream as people will know that if they get in they will stay regardless of what they do or if they have any actual claim to any asylum at all.

Europe has suffered enough and none of the countries in Europe are the “take-care-of-everyone” parents of the world. We have our own problems our, our own issues and we do not wish to import problems from foreign distant lands.

It is therefore important that we give loans to develop the source countries and send people back, so they can develop their own homelands and create a better future and better trading partners in the future.

We need more support towards migrants, especially refugees such as mental support and help to learn the language so that they can smoothly enter into society. Also, the issues of refugee camps should be adressed and refugees should be distributed across Member States more easily. There should also be jobs available in the public sector that include speaking only English (it being the most commonly recognised and used language), so that people can find a job more easily without the need to learn the local language immediately.

I do not see how multiculturalism is beneficial. What wealth does Afghan immigrants bring to us, for example?
All of them (at least the majority, which are men) support discrimination against women to a greater or lesser degree. And they want us to be those who respect their customs at the expense of standing our own.

Birth rate? I have not seen a single measure to help us have children since the dire shoe law.
It is clear that they have them because they receive aid for each of them.
Who
do we have jobs that we do not want?
Let us know the 4.000.000 unemployed people we have in Spain.
Moreover, many of them do not work, or avoid contracts to continue receiving aid.

Migrants often use mafias, because it is the simplest, and ensures that they enter the country. It is not as unsafe as we see. Mafias alert the rescatists to ‘socking’ the legs they leave half-sea, so they enter Europe. I

don’t say there is no need to help those who need it, but we must put our customs first over theirs, and immediately deport those who commit crimes or enter illegally.

To protect European Union from illegal immigration, we could use satellites images to spot boats carrying migrants in the mediterranean sea. Then with an image detection technology (AI), we could alert in real-time Frontex when boats with migrants are trying to cross the mediterranean sea illegally. Besides, we could detect where this boat is coming from and safely bring back the migrants from their point of departure. This technology would prevent illegal immigration, discourage migrants from undertaking a dangerous trip through the mediterranean sea, and stop the humans' smugglers from making money on human misery. Also, massive uncontrol immigration caused problems of identity in Europe and security issues. Immigration is not a fatality, and we should control it.

Migration should not be seen as a stigma, but as an opportunity. If millions of refugees leave their countries of origin to travel to the EU, this means that we have managed to make our continent safe for everyone, regardless of the situation. For any individuals which are refusing to work , their temporary permit should be cancelled and forced to go back from where he came from .

Europe must discourage migration in EU from other countries and in the same time must have a strategy /plan /procedures / resources for development of the countries which are now a source of migration.

Dmytro Mamaiev  • 18 September 2021

Migration phenomenon requires more flexibility from the governments of the certain countries, including EU. Due to the crisis that has occurred in Afghanistan, unfortunately, EU did not demonstrate a common strategy on how to act practically in order to provide people with the fundamental rights they demand. Consequently, while working in the migration filed of the local authorities in Italy, I may state that all the responsibility regarding hosting and integration of people was laid on the national government (Italy, in this case). Therefore, Italians should also proceed with amendments in terms of endorsement rules because, nowadays, the main accent goes to the non-EU citizens of the Western Balkans or EaP countries + African states. More elaborations required also on the Asian direction and more dialogue with the states of the potential migration threat is also needed in order to work in advance, on prevention and not on the consequences. Last but not least - for EU level - securitisation of migration is getting more cases nowadays and it's absolutely embarrassing fact. EU institutions could undertake measures in order to simplify bureaucratic procedures when it comes to the asylum recognition/refugees request and also try to have more dialogues with security forces who face potential migrants at the first stage.

I propose that excessive red tape be removed when it comes to the entry of migrants into the country. This process must take place in an easy way and migrants must have the best possible conditions in the centres in the host country where they are to be placed temporarily in order to receive the visa and the other necessary acts.
I also propose to tighten the penalties for those who discriminate (and, in fact, to tighten the penalties for any act of discrimination).

Maybe it is better to focus on a global society rather than a European society, to evolve from a protective approach to European society towards a stimulating approach to a global society of care and solidarity.

HUMANITARIAN PASSPORT FOR ASYLUM SEEKERS IN EMERGENCY SITUATION

Given the gap in the European Pact on Migration and Asylum to provide solidarity responses to rebutted crises; we believe that there is a need for discussion on the introduction of a humanitarian passport for asylum seekers from countries with foreign military intervention or conflict.

To this end, we propose to:

— Introduction of the possibility of applying for asylum and refuge in countries of origin and transit through a reform of the current Dublin Convention.
— Once the asylum application has been accepted, refugees from countries with military intervention or a declaration of a catastrophic zone will be able to opt for this route of mobility in the Schengen area until they find a host country, if the European Commission does not offer a decent and safe alternative.
— This humanitarian passport is of a temporary nature valid for 5 years for migrants who have accepted asylum applications and who enter this programme.
— This humanitarian passport gives access to employment rights and residence applications valid throughout the European Union.
— EASO, in collaboration with UNHCR, will establish the list of eligible countries for whose nationals this measure can be offered. Similarly, the list of countries allocated and proposed for reception.

Complementary measures should also be taken to make this proposal feasible, such as:

— Promotion of financial assistance programmes for border countries crossing and resettling asylum seekers. This is done through established lines such as the Global Approach to Migration and Mobility (GAMM) or through European Solidarity Funds provided for in the European Pact on Migration and Asylum.
— Establishment of humanitarian, land and maritime corridors, led by EU missions, in collaboration with NATO or UN, to establish safe routes to emerge from countries in conflict or catastrophic situations.
Promotion and promotion of military assistance to transit countries in the fight against organised crime of trafficking and smuggling of migrants, as well as terrorist recruitment and radicalisation networks.

These proposals have been created in the framework of the Forum x the Future of the European Union, a Team Europe initiative.

DIRECTIVE ON COMMUNITY SPONSORSHIP OF REFUGEES

We propose a policy of community and humanitarian sponsorship. A mechanism to speed up and facilitate the process of reception and integration of asylum seekers, guiding principles of the Tampere Council.

Following the intention of implementation set out in the European Commission’s Recommendation, the Canadian or Basque experience and the United Nations Initiative4 (2016, UNHCR) to advance the implementation of humanitarian and community sponsorship, our proposal would be to upgrade this policy to the category of Directive or Regulation. This has been followed by the European Council, the European Parliament and the Foreign Affairs and Migration Groups of the Council of the EU; to shape the legal system needed to implement this new mechanism.

We consider it essential to improve the social integration of asylum seekers, greater involvement of local actors, community associations, NGOs and mayors; as well as financing facilities and the taxation of these projects. These actors have, on many occasions, shown their willingness and willingness to work in this direction. On the basis of the above experience and with the involvement of the European Union, a major qualitative leap would be made in the reception process, adding the efforts and capacities of these local authorities to those of regional and national actors. The aim is also to improve and increase asylum and shelter capacities for applicants arriving in Europe fleeing horror. Not only for easing the tedious processes, but also for immediate and first-hand action by local and municipal authorities. A mechanism which, financed and led by these communities, would thus create a closer and more humane link between migrants and reception people, as well as the improvement of the asylum system.

This proposal has been created in the framework of the Forum x the Future of the European Union, a Team Europe initiative.

Plan OF ACTION ON SUPPORT MEASURES TO THE EUROMEDITERRANEOS STATES

over the last few years, we have been able to observe the significant shortcomings of the European Union Member States in providing a humanitarian response to the height of persons disembarked in European ports or rescued in maritime rescue operations. This working group considers that progress should be made in involving the whole of the European Union in order to alleviate the migratory pressure of the Euro-Mediterranean Member States. On the principles and values that govern and unite Europeans, we propose a new Action Plan for Support Measures for Euro-Mediterranean States to support and coordinate these countries in order to respond in line with the humanitarian crisis we are experiencing.

We propose an Action Plan of the Euro-Mediterranean States on rescue operations at sea, disembarkation in European ports and cooperation between related actors. This plan should include:

Measures by the European Commission to support the Euro-Mediterranean States with the greatest maritime migratory pressure.
— Coordination mechanism for rapid response to rescue at sea and disembarkation in European ports between Member States involved and individuals involved in these matters.
— New protocol for action on rescue operations at sea to preserve the health welfare of migrants rescued by Covid-19.
— New coordination mechanism between Frontex and the respective national Maritime Rescue Services to optimise the humanitarian response at sea and protect Mediterranean waters from human smuggling.
— New Solidarity Fund with NGOs and individuals demonstrating their contribution to the better coordination and response of the maritime rescue services and Frontex.

These proposals have been created in the framework of the Forum x the Future of the European Union, an instigation of Team Europe.

Reform of the FRONTEX Regulation (EU) 2019/1896

The European Border and Coast Guard Agency, Frontex, has been subject to multiple criticisms regarding its internal functioning, respect for fundamental rights in its actions and the lack of transparency of its funding and meetings. At the end of 2019, the European Commission presented a new Frontex Regulation to clarify the competence and policy framework of Frontex as well as to improve its internal governance and accountability mechanisms. Being aware of the difficulty of an area of shared competence such as external border control, Frontex has much room for improvement as a European Agency.

The Frontex Regulation needs a reform to:

Introduce mandatory presence of observers from the European Union Agency for Fundamental Rights (FRA) as a guarantee of fundamental rights and freedoms. This, in order to prevent the Member State leading the Frontex mission, and third countries, from removing the monitoring of its actions.
Require the same level of transparency in its meetings, contacts and missions like any other European Union Agency. Therefore, not allowing official meetings with organisations that are not listed in the EU Transparency Register.
— Introduce in the Immigration and Asylum Reports, as well as in the Rule of Law Reports, the evaluation on humanitarian and assurance management carried out by Frontex. Assessments endorsed by FRA, as envisaged in the first section.
— Increase the relevance of the Parliament and the European Council in the decision-making process, accountability, assessment of transparency and assurance of actions within the framework of respect for fundamental freedoms and rights.

These proposals have been created in the framework of the Forum x the Future of the European Union, an instigation of Team Europe.

RENEWAL OF PARTNERSHIP AGREEMENTS

The relationship between the Union and the sending and third countries of migrants to the territory of the Union has taken the form of bilateral partnership agreements. These have been based to a greater or lesser extent on the control of illegal immigration, without actually covering all the aspects that encompass and uncover migration. The current wording of the agreements with the countries of our southern neighbourhood does not meet the existing needs to address this challenge. A serious problem is the variability of the migratory fate throughout the sea, which may be altered by the political, social or economic situation of these countries. The partners must therefore continue to be the governments of the states that define themselves at one of the stages of the migration chain, but they must take greater account of non-state actors, such as local non-governmental organisations or community social partners, in order to reach a cross-cutting agreement.

It is therefore necessary that, in the context of the renewed partnership agreement with the southern neighbourhood embedded in the new Agenda for the Medium, promoted by Parliament, the Council and the Committee of the Regions, and in accordance with the Global Approach to Migration (GAMM); Partnership agreements should be established to develop the new asylum and migration pact. These must contain the following requirements:

Firstly, to reshape the partnership agreements, making them more sustainable and flexible with our African and Asian partners, with a common basis for cooperation in the Mediterranean. Similarly, a renegotiation of the agreements to assess the current situation in each of the countries, taking into account the variability of the migratory fate.

EMA to deepen the mechanisms to prevent, prepare and respond to migration crises by establishing frameworks such as the IOM framework.

Deepen key aspects such as local social development, support for institutions and communities in the countries of migration and migrants. And finally, to link cooperation and dialogue within the framework of agreements to respect for human rights in countries with which the EU has concluded or has signed agreements, as Parliament has long been calling for.

These proposals have been created in the framework of the Forum x the Future of the European Union, a Team Europe initiative.

Reform OF THE ASSISTANCE AND MIGRATION REPORT

The proposal would therefore consist of a progress report on compliance with legal guarantees and living conditions for asylum seekers in each of the EU Member States. More detailed information on the conditions and rights and freedoms of persons seeking international protection in the EU would therefore be sought. The novelty compared to what already exists will be, on the one hand, that the EASO Commission would directly request information without obtaining it from the reports sent to it annually by the 27. In addition, this will give the INSTITUTION, chaired by U. Von der Leyen, more clarity when it comes to verifying compliance with the procedures by the various administrations in the Member States. It may correct or guide those who fail to comply with the ESPI in accordance with the asylum and migration pact.

Since there is direct control on behalf of the Commission through EASO, it is equivalent to the work already carried out by the Commission with the annual report on the rule of law of the Member States. The obvious solution therefore seems to add to this already existing report that it will develop the situation of the asylum-seekers in 27. We believe that it is necessary for INSTITUTIONS to carry out the direct work in this case by EASO and to reflect this in the proposed report. This will put an end to a loophole that should have been filled earlier, giving the EU greater power to assess and monitor the legal rights and entitlements of asylum seekers. And in keeping with the spirit of the pact and the European ideals in this sensitive area.

These proposals have been created in the framework of the Forum x the Future of the European Union, an instigation of Team Europe.

JOINT ACTION PLAN: Women AND MIGRATION

there is a clear need to translate the transformation of EU migration policy into a more feminist and intersectional approach in all its aspects. We therefore propose the creation of a joint action plan of the Commissioner for Home Affairs and
the Commissioner for Equality, based on the New Pact on Migration and Asylum; And the European Gender Equality Strategy, proposed by the von der Leyen Commission in its efforts to achieve a Union of Equality. Linked to
the Neighbourhood, Development and International Cooperation Instrument linked to the Multiannual Financial Framework 2021-2027. It

is necessary to include in the action plan a gender-sensitive analysis of the design and implementation of EU migration policy, incorporating gender equality into the policy-making process and programmes. This does not mean a complete
redesign of existing tools, but the incorporation of gender issues into existing tools. Provisional application of the Istanbul Convention is also required as long as the CJEU decides on the appeal. In line with the principles of the Commission’s strategy and the UN approach to migration and gender, the action plan would include the special protection of women and girls as migrants, guaranteeing them the
security and support required for equal treatment and equal opportunities for equal treatment in our society.

These proposals have been created in the framework of the Forum x the Future of the European Union, an instigation of Team Europe.

DUBLI SYSTEM: Improvement OF THE EUROPEAN PROVISIONS

The necessary measures to be addressed in this reform of the Dubli system will be:

Move towards elective mechanisms for relocating where, to the extent of the available capacities, the preferences of
applicants for international protection have a greater weight.

— Non-removal of applicants for international protection if the
time limit for processing their case has not been resolved. It is necessary to ensure the protection of these persons as long as their final status is defined.

Establishing quotas for the distribution of asylum applications on the basis of qualitative criteria, such as GDP, population, territory or unemployment rate, resulting in harmonisation at European level. It will also create mechanisms to ensure compliance.

Finally, to introduce the possibility and initiation of asylum application procedures at source or at source, in order to ensure
protection as soon as possible.

To ensure a better all-European approach towards regulating the status of the non-EU graduates of the European universities.

The current measures (separate MSs action on the 'search year' and the relevant EU documents) remain highly inactive since they still deprive the qualified non-EU graduates of accessing the EU job market. The solution here would be adopting an all-EU approach (or encouraging the MS's action) on a simplified procedure for obtaining working permits, organising support programs for young non-EU graduates, as well as diversity programs allowing the non-EUs to successfully fit in the working place anywhere in the EU.

Accepting migrants, either economic ones or the ones in need, is correct by principle. Plus, the EU has to use the possibility that migration brings, and not just see it as an invasion. We have our settled spaces, but changes can be actualised for a better future. The EU is in desperate need of manpower and manufacturing companies to be able to sustain itself, the people live within, and the ideals it's bringing on. Manpower can even be already educated and suitable for more complex jobs. As working is a crucial part of the development and sustain of oneself, the EU should investigate how to give dignity to the people seeking a better lifestyle and create opportunities, that could be from tourism, charity, manufacturing, engineering, etc. that can benefit all parts involved

Everyone knows that Afghans have a completely different mentality.  All their lives they lived according to laws and rules that were fundamentally different from ours.
In this regard, my idea is to introduce one more YEAs team, which will deal with refugee teenagers.  They will teach them the Romanian language, our customs, social norms.  In other words, to make the adaptation and infusion into our society as comfortable and painless as possible.  Distance learning is also possible. There can be assigned 1-2 refugees to the ambassadors who show interest in this initiative.

In view of the migration crisis coming from countries affected by raids such as Syria or Afghanistan, I propose that countries with a high degree of attraction and not developed such as Romania, Bulgaria, Poland, etc.... host a higher number of foreign citizens in order to help raise the economy, demography and cultural diversity. As a result, we could strengthen the future of the EU, the national economy, but also ensure the safety of those citizens and balance the situation in the country of origin.

The European Union must subsidise companies in all sectors of activity to hire all jobseekers from their own country as a first step. To achieve this, public orders to heat renovate buildings need to be placed massively, and agricultural land under agroforestry needs to be multiplied, which requires a huge amount of labour. Once unemployment has been dealt with in the EU countries, as many migrants as possible must be integrated into European businesses. Because if we do not act now for the current millions of migrants, and the EU does not lead by example, what solutions will we have for the billion climate refugees in the coming decades?

I support the idea of obtaining a Blue Card in order to work and live in the EU, and if necessary, following the Swiss system where the number of visas granted is capped per year. This way, the EU will keep its borders open and will focus on attracting bright minds. Marrying an EU citizen should be easy and recognised in all EU countries but should also be verified by a special EU body to make sure it does not become a trend for obtaining citizenship as it was the case in the US.

LYMEC's vision on political priorities - Asylum and Migration

Asylum and Migration:
• We need a truly common, European approach to migration and asylum, including a harmonization of the criteria, acceptance rates and conditions for asylum seekers.
• We call for a fair and centralised EU distribution system based on solidarity, that would allocate refugees between member states and would be coordinated by an enhanced agency in the place of the European Asylum Support office. For countries which are neglecting this distribution system, there should be a graduated sanction system.
• Financial support should be made available for refugee reception facilities within the European Union.
• European Union institutions should consider opening up the possibility of establishing centers to process asylum applications in the regions of origin, providing asylum seekers for alternatives to apply for asylum in the EU without the need to risk their lives physically traveling to the EU and thus reducing their risk of falling prey to human traffickers.
• There needs to be a proposal under EU law to better coordinate search and rescue (SAR) efforts in the Mediterranean, since Member states have to share their responsibility to support those efforts and host the people that have been rescued at sea.

Create the Alliance of Safe Migration. Buy a land like West Sahara and invest in futuristic technologies to make it habitable. Build as many as necessary migration ships to patrol the seas to receive all immigrants heading towards Europe. Redirect immigrants entering in EU by sea or land towards West Sahara. West Sahara should be split in a compatibility map based on reality where migrants settle in communities with people they most likely to get along. The most important aspect of imigrants life in West Sahara should be education directed towards fixing the problems that made them emigrate. An important aspect of the Aliance should be finding the solutions to fix the countries the imigrants are coming from. Such an aliance will have the support of conservatives that don't want imigrants in Europe, and the support of the progressives that will be in charge with the conditions of living In West Sahara. Everything about security in EU and West Sahara should be handled by NATO, everything about migrations should be handled by the Aliance. Balanced migration policy - basically tighten borders, and take decisive action against smugglers, but allow more opportunities to apply for asylum/migration in EU outside European borders. If people can apply for asylum/migration for free while in 3rd country, there should be less business for smugglers. These requests should be also better allocated to each EU country, taking into account any skills that migrants/refugees have and connect them to job vacancies in EU after period of transition/adaptation. So that they don't become unwelcomed guests but value added for EU itself.
On this basis migrants refugees should be allocated tiers - T1 would mean a person who applied and was granted status, and accepted job offer presented to them. These people should get clear path to EU citizenship or permament residence. T2 - would be ones who either applied legally but refused to work, or ones that crossed illegaly but from that point on cooperated and taken on employment. For T2 migrants residence extensions would be possible, but it would remain conditional and not permament, depending on various factors. And finally T3 migrants who crossed illegaly and refuse to take employment - for such people only minimal humanitarian protection would apply if conditions for refugee status are met, and only as long as situation continues. If not - these people should risk deportation at any moment - with decision being within competencies of host nation. Basic premise is - that EU welcomes those who want to build thier future together. That EU will care for victims of violence or calamity. But that EU will not provide easy, carefree life for everybody.

Response to Adrian by Julius Holzner  • 26 November 2021

I totally disagree with this point of view. Yes Jobs might be important to determine wether a human being is integrating itself into a foreign culture, but it can't be the only factor considered, how will an immigrant from a foreign country immediately work, right most of them won't, because of cultural and language barriers. Furthermore the distinction between immigrants into Tiers is just not human, at least give it another name. I'm personally disgusted by how much hate has come forth to immigrants, nobody is a bad person per se, but the poor conditions in their home countries or the struggles they found themselves, so we need to tackle the poor conditions themselves and not punish the people which just adapted to those !!

All immigrants must respect e.u. tradition and laws. Intrigate into the e.u. way of life while maintaining their heritage and traditional lifestyle but not imposing it to the people and to the country that is hosting them. Greece, Greece, has been confronted with the issue of migration since the previous decade, as a result of the migration flows that have constantly arrived mainly from the Asian countries, which have long stayed in the structures, creating a variety of social problems.
We therefore consider that the European Union should take some measures to address the refugee crisis following the war in Ukraine.
In the first place, it would be beneficial to create appropriate legislation to ensure that immigrants coming to the host country of the Union receive appropriate care. I.e. to be admitted to accommodation facilities where they are guaranteed a safe and dignified living until migrants are absorbed in society without long remaining in these facilities. We therefore consider the existence of legislation to speed up the issue of asylum to migrants to be good.
The European Union would also like to promote a regulation that commits countries to absorb immigrants by creating specific jobs, integrating them into education and especially higher education, in order to avoid marginalisation and racism.
Finally, special attention should be paid to migrant children, who are the largest victims of the changes to which they are subject. Thus, asylum procedures need to be shortened so that children do not become ordinary abusers and acquaintances and are not deprived of the educational asset necessary for their mental and social development.
